After serving as Interim City Manager for 6-months D-B Heusser was appointed City Manger in February of 2001. Prior to his appointment as City Manager he served as the Economic Development Director/Deputy City Manager for the City of Selma for 10-years. As Economic Development Director Heusser headed up TEAM SELMA which was responsible for the developed over 4,000 new jobs, as well as, the expansion and establishment of 6 major industries, a U.S. Postal Service Call Center, a major auto mall and three new shopping centers. Additionally, the City has worked on the development of the Central Business District that has 90 businesses and less than a 2% percent vacancy rate. He also served as the Executive Director of the Selma District Chamber of Commerce since 1990 to 2001.
He is a member of the California Association for Local Economic Development and serves on the Board of Regents of the California Academy for Economic Development and the California Enterprise Development Authority. Heusser has served on several of their professional assessment teams through CALED as well as making a number of presentations regarding economic development.
Heusser provided initial staff leadership to the Five Cities Economic Development Authority, composed of the cities of Fowler, Parlier, Reedley, Sanger, Selma and the County of Fresno. The Authority, which had added a 6th city and one county community, fosters economic development growth within southeast Fresno County.
Prior to assuming these positions he has served as a Newspaper reporter and firefighter. He is an American Baptist Minister and served as the Pastor for the Fowler Baptist Church for 13 years. His last position was as Area Minister working with 44 churches in four states. He was part of the denominations national training team he developed and led workshops throughout the United States on topics such as: Conflict Management, Team Building, Leadership Development, Volunteerism and Time Management.
He is a former board member of the Fresno Workforce Development Board (10-years) and was the Chair of the Business and Industry Committee. He severed on the Board of Directors of the Economic Development Corporation for 5-years. He is a Past President of the Fresno County/City Visitors and Convention Bureau. He is a member of and a Past President of the Selma Rotary Club, the Selma Cancer Support Group and the Selma Community Hospital Foundation.
He is in his fourth year of serving of the Housing, Community and Economic Development Policy Committee for the League of California Cities.
He and his wife Dee live in Selma and have 5 grown children and 9 grandchildren.
He is the author of 3-books and 150 articles and four filmstrips on management, volunteerism and leadership.
