Fran Aguilera is the Economic Development Director for San Joaquin County's Employment and Economic Development Department. Named the Small Business Administration (SBA) Financial Services Champion in 2007, Fran is a Certified Economic Development Finance Professional. Fran is responsible for the County's business development programs, which include the Business Retention and Expansion Program, San Joaquin County Revolving Loan Fund and Enterprise Zone. During his 25-year career with the County, his efforts have led to the creation of several thousand jobs for local residents. Fran recently led a successful effort to have most of the County designated a State Enterprise Zone. One of the largest in California, the 656 square-mile San Joaquin County Enterprise Zone provides millions of dollars in State tax incentives for industry to locate or expand and hire new workers.

Fran is currently the President of the San Joaquin County Hispanic Chamber of Commerce. He also serves on the Loan Committee for the State of California, Recycling Market Development Zone Loan Program. Fran lives in Stockton and is a California native. He graduated from the California State University, Stanislaus with a degree in Business Administration and has 33 years of business experience including five years as the owner and operator of a small business. Fran has extensive experience in the area of economic development, business finance, strategic planning, and workforce development. An avid golfer, Fran is a member of Elkhorn Country Club Men's Club Board of Directors and serves as Treasurer.
