Mr. McKinney became City Manager of Atascadero in August of 1997. McKinney promotes an open style "governance" where the community and the city organization partner to embrace the future. In 1997 Atascadero was struggling with a bleak financial condition, demoralized workforce, poor equipment and facilities and virtually no technology. Through a concerted strategic planning process with the City Council and community, Atascadero was able to reinvent itself with strong employees and healthy reserves. Atascadero has received many community and professional awards.

Previous to Atascadero McKinney served as City Manager in the City of Shafter for more than eleven years. During that time he led two "Visions" projects where the community undertook a dynamic process to design its future. More than 3,000 of the city's 12,000 residents took part in the 1996 effort which focused on issues developed by the community.

In addition to serving as a Board Member for CALED, McKinney is an ICMA credentialed manager, Vice President of the California City Management Foundation, and a member of the Executive Board of the League's City Manager's Department.
