KNOWLEDGE AND ABILITIES

DEFINITION
Under administrative direction, to develop, implement, and monitor a comprehensive economic development plan for the City of Compton, to include but not be limited to programs for business retention, attraction, and development, and to perform related work as required.

Functions as the City's business ombudsman or coordinates ombudsman responsibilities, to address specific problems faced by Compton businesses, with specific emphasis on issues affecting the overall economic climate. MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited or approved college or university.

Experience: Five (5) years of technical or managerial experience in economic development, financial analysis, economic analysis, marketing, and or business development.

Knowledge of: The City's economic development goals and objectives; local training and education programs, general business practices, private and public financing programs and regulations for businesses. Principles and strategies applicable to business related negotiations; financial analysis, municipal competitive analysis, public relations, marketing, economic analysis and forecasting; strong written and oral communications skills; word processing, spreadsheet, database, and desktop publishing programs.

Ability to: Develop survey instruments and analyze primary data, manage multiple projects, interface with all levels of management, conduct and coordinate workshops on various topics related to marketing programs, job training programs, Los Angeles Revitalization Zone benefits, and economic analysis; coordinate marketing efforts; attract resources to the City; develop winning proposals, identify opportunities, analyze financial statements;conduct due diligence on prospective companies; represent the City of Compton in a professional manner; identify and aggressively pursue opportunities for the City; supervise technical and office staff in research activities, planning, coordination, and development of programs and services; prepare a variety of correspondence and reports; conduct meeting with individuals and groups - displaying effective communication skills; and meet health and physical status requirements appropriate for this classification and work category.
