California Employment Training Panel
The Employment Training Panel (ETP) is a State of California agency founded in 1983 as a cooperative business-labor program designed to upgrade the skills of incumbent workers, and has become the State's number one economic development tool. ETP provides up to $85 million yearly for training workers in high-wage, high-skill jobs in companies facing out-of-state competition.

The program also has special funds for companies in high unemployment areas, for small businesses, and for training the owners of small companies. These funds are frequently used in business attraction and retention projects. ETP provides funding for customized training programs via performance-based contracts.
