The session will open with a look at some of the key economic trends revealed in the latest California Economic Snapshot released by CALED and what they mean for local practitioners. The trends that have helped shape the current rise of Innovation Centers will be discussed as a strategy for bringing investment, which is the subject of the snapshot’s first ever spotlight topic. A discussion of recent work relating to Innovation Centers will illustrate the ways that numerous data sources can be leveraged for many facets of economic development practice, including labor market analysis and cluster studies, studies of real estate feasibility studies, and forecasts of both the total economic impact of a project as well as how the project will contribute to a community’s fiscal health. The session will also discuss why communities must consider all of these many facets as part of an integrated approach to economic development, and reinforce how sound data analysis acts within each of these elements to provide direction and insight for a comprehensive economic development strategy.

EB-5 is a 26-year-old federal program that allows foreign individuals to secure U.S. legal permanent residence for themselves and their immediate family in exchange for investing in U.S.-based job creating businesses.  Over the period 2010 -2013, almost $1.2 billion was invested in California projects supporting over 19,000 jobs, the highest of any state.  In spite of its success, the program faces a contentious reauthorization process in Congress to avoid its otherwise legislative sunset on September 30, 2016.  The panel of EB-5 practitioners will briefly describe how the program works, highlight experience to date in California, explain how the program can support your economic development efforts, overview key issues in the current reauthorization debate, and discuss how you can help sustain this important economic development tool.
