CALED Celebrates Local Economic Development Champions

In 2025, CALED introduced a new award: the Local Economic Development Champion. This award celebrates individuals who have demonstrated a lifelong dedication to economic development in California and highlights their sustained commitment to public service and professional excellence.

Unlike competitive awards, this honor is open to all deserving candidates who meet rigorous standards. To be considered, an individual must receive a nomination from a peer and must be a current CALED member with at least 20 years of paid professional experience in their field. Their resumes must reflect substantial contributions across core areas of economic development. Eligible individuals must be either actively employed or recently retired.

As its inaugural class of Local Economic Development Champions, CALED recognized six individuals: Robert Moran, Shelley Burcham, Gregg Foster, Mike Lee, Michael Washam, and Tonya Dowse. As part of the 2025 Awards of Excellence, hosted at CALED’s annual conference in Ontario, California, each honoree received their award and reflected on their careers.
