2024 CALED Awards of Excellence Category: Project Finance

This category is intended to identify an impactful economic development real estate project that proved to be transformational to the community and local economy in 2023. A high scoring applicant will show how financing tools were used, larger economic development goals met, and/or partnerships were leveraged to create a larger economic and social benefit for the community through development of a real estate project.

Describe the Project

Project questions

To receive an award, applicants must earn a minimum of 70 points.
Describe the Finance Project that you completed (when it began, finished and list multiple phases and stakeholders/partners if any). 10 points
Describe the innovative economic development financing programs and techniques that were used to facilitate the Project’s success and whether they were existing or new to California. Include any regulatory or legal tools that were used if property transaction/development was part of the project. 20 points
Describe the Project's uniqueness, including local, regional and statewide significance, and challenges that were overcome to realize the desired outcome. Discuss any collaborative efforts or partnerships including multi-jurisdictional cooperation, (infrastructure, workforce, permitting, etc.) that was crucial to the Project's success and your organization's leadership role. For example, re-use of former redevelopment properties that may have required negotiations with affected taxing entities. 20 points
What impact has the project had on your county/city? 25 points
  1. Describe the projected or realized economic benefits of the project. This can include number of new jobs, expanded tax base, ROI, diversification of the area’s economy, meeting environmental sustainability goals, or other key deliverables.
  2. How, and to what extent, did the Project change the dynamics of the local economy?
  3. What public investments, if any, were offered/negotiated to induce the Project? Please indicate any "one-off" or customized incentives you developed for the Project, and whether they will be available for future projects?
  4. How has the project effectively leveraged investment?
  5. View more information on quantifiable metrics.
What knowledge or technology transfer can be replicated and used to further the Economic Development profession? 15 points
Describe how the Project Finance complemented or advanced your community's Economic Development Strategy/Plan and why it should be considered a Best Practice. What key economic development goals and objectives does the project achieve? 10 points
