The City of Lincoln is hiring for the full-time, regular position of Economic Development Manager in the City Manager’s Office.  This position reports to the City Manager and is responsible for developing and administering the City’s economic development programs; acting as a liaison between the City and City businesses; and representing the City with the Greater Sacramento Area Economic Council, the Lincoln Area Chamber of Commerce, the Downtown Lincoln Association and other public, private, or nonprofit groups and associations interested in economic development.

With an understanding of, and a vision for, the challenges of economic development in the Greater Sacramento Area, a successful candidate will have a strategic, forward-thinking and innovative approach.  The incumbent will have a foundation to know the industry, our businesses and our customers, and the ability to build open and collaborative relationships.  This position requires five years of directly related economic development and redevelopment experience and a Bachelor’s degree in urban planning, economics, marketing, finance, business or public administration, or similar field.

The San Joaquin County Employment and Economic Development Department (EEDD) is seeking an experienced Business Loan Officer to provide conventional, Small Business Administration and Revolving Loan Fund loan package services.

Typical duties include, but are not limited to:

Interviews loan applicants to determine program eligibility of loan request under Economic Development Agency and Revolving Loan Fund (RLF) criteria; collects and analyzes financial statements to determine credit worthiness and credit risk; prepares loan analysis and makes funding recommendation to the RLF Board; collects and analyzes real and personal property appraisals and other data to determine the acceptability of proposed collateral; services and monitors loan repayment activities of RLF recipients; contacts prospective loan applicants.

Minimum qualifications :

Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, economics, or closely related field AND experience: Two years of experience in commercial banking, economic development or business loan administration, which includes underwriting and structuring loans to small and mid-sized businesses. Substitution:  Additional qualifying experience may be substituted for the required education on a year-for-year basis. Certification:  Economic Development Finance Professional Certification is desirable, but not required. License:  Possession of a valid California driver’s license.
